be sure to check a cel as best you know how... it 
may be stuck to sheet of paper (or to the sketch) 
the cel may be slightly warped or have line 
fading...

if you can find these things, and the cel is not 
already appropriately cheap, you can sometimes 
haggle for a lower price.
