Does retouching a cel yourself destroy the value? (Tue Sep 4 17:56:02 2001 )

Hi everyone,
I recently got my new Ayashi no Ceres Yuuhi cel
in, and it's just gorgeous...but it has one very
small problem. The cel is actually two layers,
one layer on the top, and this is just beyond me
as to why they did this, is the part in his hair,
and the peach color of his forhead above his
headband. Anyways, it looks like the layers got
shifted at some point, making his hair right
there look really odd. You can see in the bad
scan below what it looked like on the dealers
page. You can see, he has two parts in his hair,
which is the layer that has shifted. Anyways, I
tried removing the layer so that I could put it
back in place, and low and behold, a tiny bit of
paint came off. I would have left it alone, but
without that layer, Yuuhi's forhead is the same
color as his hair...which is really odd looking :
(. Anyways, I wanted to ask, I think I can go in
with some cel paint I have that's very similar in
color and just tap some paint onto the chipped
part, that way you dont see the brown come
through. But, if I do this, does this make the
cel worthless? The chip is really really tiny,
almost not worth messing with, but Im a
perfectionist, and I like stuff to be in as good
of shape as I can get it. The cel is just so
pretty too, Im really sad that it wasnt taken
better care of when it left the studio. If those
layers had been kept in the right places, it'd be
so perfect :(. Really bummed, any help?
