eBay stiffs you there.  They almost NEVER refund
the listing fee.  The only time they've done that
for me was when the site screwed up and listed
my item twice - and even then it took a lot of
arguing and about a week before they refunded
the $0.50 or so!

They will refund the end-of-auction fee if a
bidder flakes out on you.  You're stuck with a
loss on the listing fee.  So if you figure one
bidder does this to ten auctions... each
one started at over $25 (meaning a $1.10 listing
fee or so, depending on how high they started)...
so you've lost $11 there that eBay will NOT
refund.  Plus, eBay takes over 2 weeks before
they will refund your end-of-auction fee (see
their policy on contacting the bidder & filing
a NPB).  So if you're messed with at the end of
the month, your credit card could take quite a
blow from someone's malicious acts.

I REALLY wish eBay had a policy where you could
block bidders who have less than 5 feedback so
they have to be approved first or something...
yes, I've also had people flake out who had
higher feedback, but most of the time it's new
users who don't understand the policies (or the
costs to sellers) or fake accounts made just to
drive up prices.

Just my opinion, though... eBay would, of course,
ignore it...
