Your bottom pic where Mama is "bored" is not
a genga.  It is a layout.  

Layouts will depict an entire scene; the "cel"
part will often be colored with a crayon or 
colored pencil and the background will be 
drawn around it.  Episode # and cut # will 
always be written on layouts.  

The pink is "clean up" suggested by the 
animation director.  He/She likes the look of 
the scenery and most of the character, but he 
obviously has a different idea for her hand 
placement, eye location and facial expression.
