While I've never seen the animation that may have 
come from myself, I have seen similar cels.  
Aloha Anime (I think) and anime-cel.com had cels 
from a sequence of Psylocke kicking that were 
similar in art style to your cel.  I forget 
exactly what they said the sequence was from.    
Perhaps you should contact them as they may know 
more about where those cels came from.

BTW, that's a very pretty cel ^_^
