Usually I don't have much issue with cel bags 
that have the "sticky strip" on them -- whenever 
I get one, I just (carefully) cut the bag as 
close to the strip as possible & then just peel 
the sticky section away.  That way, the strip is 
gone before I ever take the cel out of the bag & 
I never have to worry about the cel getting stuck 
to anything.
