I don't agree : For me, it would feel like cheaping
the person buying the cel to remove the background
or the drawing if I have them. Like selling the
various layers of a cel separatly...

Now, it's possible to buy pack of backgrounds in
some japanese shops, that never were released with
cels. So if you want absolutly to put a non-matching
background behind one of your cel, why not use such
backgrounds instead of "breaking" a set of cel/matching
background ?
