Okay... I mentioned several weeks ago that I purchased 2
cels from abdel.  Paid for 2 plus shipping, and he sent
one (which was stuffed into the envelope so it got bent -
NOT post office's fault - and is now permanently creased).
PLUS it was mailed MUCH later than he claimed to have 
mailed it (it was postmarked 26/07/99).  

Later, after I asked where the heck my cel was, he told me
that the shop "lost" the cel.  After I argued some more, he
finally offered a refund.  I told him I'd wanted the cel,
and he offered another cel from the site as compensation.

Needless to say, I haven't heard a single word from him
since, although I've mailed several times.

FURTHERMORE, I've been emailed by 2 other people who had
the exact same thing happen.  They paid for cels, and only
some of the cels arrived, with no refund for the ones he
didn't send and no explanation of why they weren't sent.
Now abdel won't reply to their email, either.  (One person
spent $80 on the cel he didn't receive, and the other spent
$125 on the cel she didn't receive - mine was $55 - so
add that up and abdel took in $260 of which he didn't
send merchandise for.)

How do you go about filing for international fraud?  I'm
fed up with writing and not getting an answer.  Any
suggestions?
