has anyone ever bought a cel from kari's anime cels

I've been waiting for about 3 weeks to get a cel from her, and she's not answering emails..which is making me worry.
Also, on average, how long does it take anime shop vega to come through?  It's been over a month since I sent payment
out--I know he's on vacation now, but the cels were upgraded
to 'sold' on his site weeks ago and still haven't arrived.

any info?
