well..i've been framing all of mine in archival matboard (alphamat is the name of one brand).  I usually ask for archival, acid-free matboard that is 4-ply thick (most matboard comes in 2-ply or 4-ply; 4-ply helps keep everything a little further from touching the glass).  this is what my photography professor used to frame her original photographs that sold for much more than most cels, and i've always felt that if it was good enough for her....
it's about $10 a sheet (which will mat quite a few cels) and with a little practice it's actually quite simple to cut your own mats (unless you want something really fancy :) )
