I think a buyer should AT LEAST email the seller before he 
puts a cel on auction.
Reselling is quite common and i know people that do it almost
routinely. It bothers me as a collector to know that they 
are reselling a nice cel that another collector probably
would have appreciated alot more then them. And i am sure it
bothers dealers because most of them aren't in it just for money, they like
to sell to customers that are going to enjoy the cels. It 
isn't the same as buying an action figure at Toys R us and 
reselling it to a comic shop or something. You deal on more
of a personal level with the dealer and they can use that
to there advantage and stop selling to people who constantly
resell, if that is what they choose to do of course.
