Actualy it is normal with ADSL to have a "poor" upload
for a good download (assuming there is enough bandwidth) :
ASDL stands for Asymetrical Digital Subscriber Line.
Meaning that one direction as a much bigger bandwidth
than the other one. Contrary to HDSL or SDSL which
use the same speed both directions. (Symetrical Digital
Subscriber Line). Why not do it then always symetrical ?
Because those technologies are very sensitive to cable
length and interferences inside the cables. By lowering
speed in one direction, it's possible to increase in the
other.

And to close that subject with is realy not related to
cels, MDSL stands for Multiple-speed DSL. It's same
as HDSL/SDSL except that the line speed may be set to
differant values to increase the maximal length of
transmission.

ISDN (ISDN DSL) is nearly like HDSL but limited to 128kbps.

We are now speaking of VDSL and VHDSL (Very High speed DSL)
which would do 5 and more Mbps both direction.
But there is a lot of problems arising inside the cables
in the ground...

As Jon said, this is just the capacity of the hardware.
In practice, there is no way that you will get the same
performance/service paying 50 dollars or so per month
as people renting full T1 lines for more than 1000 dollars
a month. Even if it's exactly the same hardware.
For 50 dollars, you end-up sharing a fixed bandwidth
to the internet backbone with a lot of other people.
