The way I look at it...
When any cel bids too high and over the current market 
value, it automatically causes the highest bidder to 
think twice after the auction is finished.  Some of them 
regret that they placed a high bid without thinking first,
so they will back out at the end.  Some of them feel that
cel is totally over-bidded and overpriced comparing to 
the other cel dealers, so these people will back out too.
Any cel that bidding under 100 bucks should have no problem
in their transactions, the prices are still affordable 
and reasonable to most collectors, even the newbies.
Any cel that bidding at several hundred bucks 
sometimes will have the problems you mentioned.
