This is a good question, and the answer is you cannot
really tell if the fake looking like the original.  Studio
like AIC has an imprint on the top of the cel which started
a couple years ago.  But most other studios don't have
things like this.  
After collecting cels for over 10 years, I still haven't
seen a fake cel yet.  Or may be I couldn't tell if it is
a perfect fake.  When comparing to American animation
cels, Japanese anime cels are normally cheap, there's not
much profit that can be made than the American cels.  On
the other hand, certain anime series are good targets for
fakes because their current prices are high for them, like
the Miyazaki series and Evangelion.  But for low priced 
cels like Tenchi Muyo and Virtua Fighters, who want to
fake them by spending hour to paint a cel.  Not to mention
the material isn't cheap, like the paint is expensive.  So
if they want to fake a cel, they usually go for the very
popular series for top dollars.

  The fake artists won't do that, this is insane.  
But if they want to fake a cel, they normally get 
the pencil sketches of the original cels, then bring them
to some arts/printing studios and use their special types
of xerox machines, transfer/copy the line arts from the 
pencil sketches onto the cels.  With the black outlines,
now they can easily paint the color on the back of the
cels.
