As for drawing straing from TV, yeah sure, it isn't difficult. You could simply procude the drawing and then transfer it to a cel. The first part I have done with regular success, and can produce drawings which are difficult to pick from the real thing. Once you get the basics of drawing anime characters they are all basically the same, style, hence there general appeal accross various series. The only problem in drawing from TV is that the TV doesn't show the whole image (especially for movies), and there is physical sizing translation of the image (ie it may be squashed a bit).

Another method for non artists to take images from the TV is to put the image into a computer, scan it, and then print it to a desired size. Then copy it to a cel. You can even take images posted on the internet and produce similar if slightly different works. 

If you buy a cell buy it because you like it. If you like, it who cares if it is real or fake, it has a certain appeal to you. Besides rest assured that no one else could pick the fake either.
