With the internet there is no such thing as a fair way
of posting.  Anyway you look at it.  Some ways are more 
fair than others, but there isn't a way that will make
everyone happy.  If two people or more reallly want a 
cel no matter what you do one will be unhappy in the end.
All you can do is be a good sport about it and wait.  Unless
it's a still shot cel there are more in the sequence, and
more generally surface in time.  Albeit you may have to
wait for it, maybe several months or years.  I waited 4
years to get some of the cels that I was lucky enough to
recently purchase.  Rather than complaining about it I 
waited it out; which made the victory that much sweeter in the
end.

If you want the fairest way to get cels, go to a show. In
general the prices will be lower, you can usually strike a
deal (especially if your buying mulitple cels) and you can
check out everything a dealer has.  Everyone at a show has
the same chance to get any given cel.

If someone gets the cel you want, you can always try to
trade with that person to get it.  For people that don't
know, trading is the secret.  Most collectors will never 
sell their nicer cels, but will entertain trades for other
cels they want.  Most collectors with nicer cels could
care less about the money, and would rather have a nice
cel instead.  You can always get money, but cels are a bit
harder to come by.
