You can certainly ask him to stop, but you have no legal right
to *make* him stop. 

Unfortunately, owning a cel is just that - you have the cel. 
You have no rights to the show, scene, characters, etc. and 
the only people who can enforce the copyright laws is TOEI. 
The Japanese people, from what I understand, are pretty lenient 
about their laws, so I woulnd't expect a crack down any time soon. :)

As for the cel losing some of it's value, that depends on the 
person you sell it to. If an image is popular and widespread, some people will be 
willing to pay more for the original. On the other hand, there are
people who won't pay much for it because lots of people have already seen it. I wouldn't worry about the value too 
much unless you're planning to sell it soon. I don't care what my favorite cels' values are as long as they're in my cel book in my room! ^_^
