I've heard that cels are classified as hazardous waste in Japan.  This means that you can't just throw them away with the regular garbage.  You need to get a licensed hazardous waste removal agency to throw it away for you.  So, you're not likely to find cels in your average Japanese dumpster, and it's probably not a good idea to try to retrieve them from a hazardous waste disposal facility.  ^_^
