 I've been bidding at Yahoo-Japan for a little while. After 
taking a little while to realise they do email-address 
confirmation (and this is not an automatic process) before 
you can use your account, mine has been working just
fine. (and hey, I have several good feedbacks now, too ^^;)

 If you get a screen saying that the server can't process 
the request, you might be getting it at a bad time. From 
about 10pm-2am Japan time is traffic-jam time for Yahoo, 
and often at those times, I can't access their site at all,
and that may be one reason why the request can't go through.
Otherwise, it may be that you haven't confirmed your email 
address?

 The (*) by the name shows a new user. In eBay terms, 
it is someone with a 0-feedback rating. There doesn't seem 
to really be any other discrimination against international 
users, as far as I can tell. Hope this helps ^^;
