Perhaps it was a mistake, as Kaori does spend a lot of time
in that color red.  It looks like it could have been easily
fixed by painting a purple dress layer and putting it on top.
If this is the case, they could have been separated early on
so your cel only has the red mistake dress.

Often times problems like this are fixed by painting directly
on the front of the cel, but I do have a cel I'm quite
certain had an overlay that I am missing (I screencapped it
and overlayed to see that one, every part that was the same
matched perfectly and two, the TV version covered slightly
over the cel version yet matched outline).  I've also seen
others that have 'new' outer layers changing hair shading
and the like.
