I don't know, but I've always mailed my payment thru the normal $.60 mail.  I might get flamed for this, but the dealers I've mailed to have never complained.  :)  
I've always received my cels maybe a week, week & 1/2 after I mailed payment, so I assume it's pretty quick.  

Taro had before a place where you would tell him when the payment was sent.  (I don't know if he still has this.)  So you should be OK.  In my experience, he's also a pretty nice guy & was pretty understaning when I mailed my payment late once.  (If he is a guy & only 1 person.)
