That's because it might have been a pan or 
oversized cel. That cel is from the episodes when 
Majin Vegeta was fighting fat boo. Piccolo, 
Trunks and Goten are amazed at the great powers 
of Veg ^_^
It is very common to cut oversized DB cels, 
unfourtunately. And maybe that's why it hasn't 
got sketch either... 
I'm not sure, but you can check its registration 
holes, they might be different or you would see 
only two instead of the three standard size 
cels...
