While I'm a big fan of the parks, the movies, and 
the music, I tend not to know the intricate 
details.  Like whether or not cels are still used.

I DO know, however, that Little Mermaid marked the 
first major feature where they incorporated CG 
into the animation.  It was used for a pan shot up 
a staircase, and it seemed out of place when I 
watched the movie (didn't learn until later that 
it was CG).  It didn't blend seamlessly.

Considering this, I'd be more inclined to say that 
each feature since LM has incorporated more and 
more CG, but none have gone completely digital.
