Well, for some reason or another, I did not 
receive an email. But I do have two YJ ID's so I 
somehow remembered the password for that long 
forgotten email account and low and behold! It 
WAS a blanket email. I visited the link and to 
the best of my knowledge, it seems like they are 
trying to crack down on bogus auctions. 

Regarding the "is it just for sellers? 
question...I think so. Here's what I found on the 
FAQ page:

identification execution and either is the 
participation expense claimed to the Yahoo 
auction user?

Yahoo! The JAPAN ID user is claimed and the 
participation expense is not claimed as long as 
there is no participation registration procedure 
to auction. Yahoo which does not do participation 
procedure. The JAPAN ID user is Yahoo. Other 
service of JAPAN is gotten and even if it is use, 
I never get the participation expense. 

Heh. Well, from what I gather from this pretty 
rough translation, they will only be asking for 
this further proof of ID from the sellers. But I 
wouldn't put money on that. Perhaps someone who 
actually has the ability to read kanji can help
