Alot of foreign Yahoo users have family in Japan, 
so they would probably use their accounts.
I have encountered sellers from several other 
Asian countries and the US.  What I am 
wondering about is that 280 yen fee to the credit 
card.  Is it only applied if I bid?  What if I go for a 
month without bidding, do I still get charged?   I 
wonder if Yahoo USA will have the same system...
