Hi, well as Drac said, rubbing alcohol will also
remove any lines painted on the front of the
cel as well ;_;!  From your scan, it appears that
some of the lines near your stain ARE painted on
the front (the white lines around the eyes and the
skin shade lines around the nose and mouth), so
BE CAREFUL with that Q-tip!  You might want to try
something smaller around those areas (a tissue
covered toothpick tip, an extra fine paintbrush
=/, etc.).  Good luck!
