ARGH. ;.; I just finished writing a really long 
response, and it errored up and when I 
hit "back"...work all gone.  *sigh*  So here's 
the short version. . .

I tend to go for a mixture of the two.  (Although 
I'm sure I am one of those people that people 
refer to as having a large gallery of "lesser" 
cels. ^_^;;)
I'm certainly willing to shell out the money for 
a cel I really want, when I consider it worth 
it.  On the other hand, like Blueheaven stated, 
I'm not going to hand out a great deal of money 
if I don't find the cel -worth- it.  
On the other hand, while I really like Tasuki, 
and would love to get a nice TV cel of him, I 
could spend $250+ for one, or else I could get 4 
really nice cels of Sarutobi for about $80, each 
of which I'd like just as much as the Tasuki 
cel.  One expensive cel doesn't seem any more 
worthwhile than several "lesser" cels, each of 
which would give me just as much joy as 
the "nicer" cel.  Quality, as with beauty, is in 
the eye of the beholder.  
I can say with complete honesty that if it came 
down to a choice between one 'perfect, centered, 
portrait shot' and a cel that was a bit farther 
out, a bit smaller, but from a scene that was 
important to me--with all other things equal--I'd 
go for the latter, every time.  I guess it all 
depends on why you're collecting; character is 
generally my first interest, with scene as a very 
close second priority.  The question of whether 
or not it's a 'perfect' or 'desirable' cel is 
generally nowhere near my mind when I'm deciding 
if I want to buy a cel. 
So, yes, I've got lots of shots that others might 
consider "lesser."  Do I think that of them?  
Heck no, else I'd not have bought them.  While I 
may be an impulse shopper in a sense, that -
doesn't- mean I'll buy things I don't see myself 
wanting to keep.  
I'm far from being an old vet in the cel 
collecting world, but I've been at it a few 
years, and I don't see myself changing my ways, 
because I'm genuinely happy with my collection.  
I've got 750+ cels, and I've sold fewer than 10 
in the past several years.  I love the cels I've 
got, whether or not they're considered "quality" 
and I think that's what really counts..  As much 
as I get warm fuzzies when people say nice things 
about my gallery, it won't change things if 
people don't, because I collect cels for me, and 
I collect what I love.  Heck, some of my most 
favourite cels are anything but "perfect."

As for what I look for in galleries to browse, 
since that question seems to have come up as 
well..  I'm just as awed as any by the high 
dollar collections, but I'm equally pleased by 
the smaller, less costly collections.  If the 
person seems to love their cels, it really 
doesn't matter what they cost, or what standards 
they meet, because each is special for its own 
reasons.  I've said before that I'd happily look 
through a gallery full of random body parts, so 
long as the host loved their cels, and let it 
shine! =)  'Cause I certainly know that if a cel 
of Guitar's li'l hooves came up (and there's at 
least one scene in which only his hooves are 
showing, so I know it's out there, 
somewhere! ;.;) I'd pounce on it in seconds flat! 
^_____^  (And I'd excitedly cheer on Jennifer in 
the pursuit of a Heero bellybutton. ;)
