...I'm pretty sure this cel was created from a 
scene in the OAV's, so I don't see where the fact 
that it doesn't "seem" like Belldandy fits 
in...from what I see, it IS. HOWEVER, it is not 
production, is my guess...like most of us have 
said, most likely the studio producted repro/test 
cels, and not a "fan" cel.
