I have spent $200 on a cel befor, but is has to be a very very very nice cel and hard to find. example El Hazard Ifurita 1st Oav cels are usually between $100-$200 depending on color, scen. From what i know is if a character is popular, it cost more, if they did not appear very much in the series, they cost more. If the series was short like ah my goddess. it usually more.
