I have spent over $200 on a cel once. It was from Battle Angel, a 2 volume OAV cult classic.  I think it was worth it.  I sold a Ranma cel I bought for $180 for over $200.  I'd gladly buy it back for over $200 too..I had to sell it to buy the Gunnm one.  I average about $50 per cel.  I have to seriously think before I spend more than $75 on any one.  You can find a lot of deals (I bought a cel from Freddy for $35.I was subsequently offered over $200 for it and turned it down), and volume discounts often apply at conventions.  
$40 for a Shayla (if its a good image) is average to a good deal.
