I see no reason not to swap around mismatching backgrounds,
so long as the mismatch is noted should the cel ever be
resold.

As far as the term "matching" goes, just read my Ebay story
above. The term "original" means almost nothing and I've
found the term "matching" gets misused too. When I see a cel
for auction, I always write and ask the seller (in these
words) if the background is a "matching production background,
as seen in the anime". That way, there can be no mistake. If
I question their answer, I check it myself (assuming I have
the video to do so).
