Well, missing or cracked paint should *always* be noted with
the cel's price or description - although it should usually
be evident in the scan of the cel.

As for the stuck layers/sketches, I make the habit of
assuming multilayer cels are stuck unless there is a
notation that they're not. I almost always ask about
sketches unless there is a notation one way or the other -
and, of course, if there is any question in my mind, I ask
anyway. Good dealers who are worth dealing with will
consider a cel to be on temporary hold while you sort out a
question with them. I think the only dealer who probably
can't do this is Taro due to their cart system - but I have
yet to hear bad things about the quality of Taro's cels!

However, if there is major damage that was not noted, I
suggest you contact the seller and try to work things out
before going into attack mode. You have to decide how much
you like the cel anyway. (I've bought cels that are damaged
or have damaged backgrounds/sketches when I *REALLY* like
the cel.) Do you want to return it for full refund, or keep
it and merely try to arrange a discount? It's up to you and
the seller and how much the seller is interested in customer relations.
