Hmm, perhaps you can tell me which galleries you 
are talking about, I sure would like to see these.

I have check just about all the cel galleries on 
the net, if we are talking about DBZ, honestly I 
see less than 10 TRUE A shot, it may not be fair 
to say only 10, I have seen many awesome actions 
shots that I would consider as A shot, but if we 
are grading it using the industry standard in 
Japan, definitely no more than 10

I collect mostly cowboy bebop cels, I have plenty 
of B  shots, but only maybe 3 that I would 
consider true A, I am ultra picky on the cels I 
collect.

When you get more experienced, you will 
understand, the standard is not just base on 
personal taste or opinion, but rather this is how 
the cels are graded by experienced collectors and 
dealers in Japan

The are some exceptions on the mouth issue, 
sometimes unusual expressions like screaming, or 
other good/cute facial expressions can make the 
shot look superb.

but if the character is talking, and the mouth is 
open, it certainly would not look as good as the 
ones with mouth closed.
