Very true.  When I go to restaurants at Japan, 
the waiters usually freak out because when they 
see my foreign face, they afraid to speak English 
and don't feel like to service me.  For example,
after my first order, they won't come by to my
table again asking me whether to refill my tea or
not.  And I see they keep going to the other 
tables refilling tea, that kinda pissed me off, 
but I understand that they afraid to deal with
me because I am a foreigner.
