A packet sent from Europa to USA that bounce
back takes 2 months. (that's the fun of the
post office). So, yes, if they sent the packet
in February, they wouldn't have gotten it
back before April...

As to why packets sometime bounce back... well,
everytime it happened to me, it was because the
recipient didn't claimed the packet. Whatever
he didn't saw the notice left by the postman
or the postman forgot to leave one...
Nothing the sender could have done about it...

But why don't you email me the detail and I
will try to call them and see if I can get
the right person ? (I don't promise anything
but I can always try...)
