Take a look at the bidding history for the bidder 
tearsofkamehameha at ebay. The only auctions that 
they've bid on is that of kawaiichibi_chibi* 

To make matters even WORSE is that 
kawaiichibi_chibi* is selling cels that have 
recently either been "won" at Yahoo Japan, or 
purchased from Taro (could be wrong about Taro, 
but at least one Chibi Chibi looks damn 
familiar).  So this person is selling before they 
even gets the cels - they state this CLEARLY in 
their auctions!

I for one will be reporting my suspicions for 
this seller to ebay for investigation. :P  As if 
Sailor Moon wasn't already expensive enough, we 
have this crap to put up with.
