Hi Caroline,

I work for the Post Office, so I need to know a 
couple things before I could really give a good 
answer..

How did the seller ship the cels?  If it was 
airmail, it should be there in 10 to 20 days. 
(For some reason, mail to France tends to be 
slower - both sending and receiving.)  Also, if 
it was sent registered mail, it will slow it down 
further. Another slow down can be if the package 
was insured (odd, yes.. but when sending overseas 
the insurance *can* slow it down slightly. this 
is based off personal experience mailing 
packages, not from working ^^)

However, if it was sent by either Global 
Priority, or Express Mail International it has 
been way too long.  

Have you contacted the seller yet?  I would have 
him/her look into it if possible from his end 
first. :/

BTW, the anthrax scare really has not affected 
*most* of the country too much. If the mail is 
coming from the upper northeast of the US (NY, 
Washington DC, Mass., and New Jersey especially) 
it could be slowed down slightly. Other then that 
the mail is moving normally. :)
