Well, it's not that simple : For example, a dealer
as the right to put scans to make a catalog of his
produces. Also, the copyrights are on the anime/characters/
design... not on individual cels. You have the right
to use a few samples (ie. a few cels scans, screen captures)
as illustration purpose (quotation right).
What is "a few" ? Well, I am not a laywer so...
(Note that this probably doesn't apply to hanken cels :
As you are showing the whole produce, you are not quoating.)

It matters when you put a lot of work and time doing
a website and other people just get and reuse that material
on their own site, taking all the credits for themselve.

I noticed one things : People who want to use some of
the pictures to illustrate an interesting site, one
that contain new information, new material, always ask.
(and takes only a few pictures).
People who doesn't ask are those who just want to make
yet another picture gallery without a single new picture
in it and with a lot of adv banners on each page.
Naturaly, the base of their site is a copy of tcp.com
(Venis archive).

Yes, it bother me: Mostly because it's so easy to
ask... and much nicer.
