I am a pretty artsy person, in my opinion, and I would 
much prefer a cel with original background or laser copy.
But yes, I do have a cel I feel needs a background - the
reason being in one case that the cel is slightly off center
and the direction of the background colors makes it seem
like there is not so much negative space.  
For both cels I have with home made backgrounds, the colors
of the backgrounds help bring out the colors in the cels.
In one case I did a replica of the production, the other 
I opted simply to use the sky colors and not bother with
the rest because I felt it too busy.

(I use acrylics for my backgrounds...sturdier than water
colors and nice watercolor paper is really expensive!) Plus
most of my tubes of watercolors have dried up :(
