I have had an experience with receiving a damaged cel unfortunately.
In my instance, the package was clearly stamped "arrived in
damaged condition" on the package. I was not sure how to go
about filing a claim, so I took the unopened package to the
Post Office. They told me if it is stamped that it arrived
damaged, you do not have to open it in their presence. 
However, you definately do need to bring all of the packing
materials with you when you take it in for them to inspect.
Especially important is any part that shows it being marked
insured.

In my experience, I was told that I would have to turn over
the cel in order to make a claim. I decided I would much rather
keep the cel and possibly seeing if it can be restored or just
accepting the crease that is in it. I'm not concerned about
resale value, as it is something I would not want to sell again. ^_^;

A friend of mine had a cel restored recently and he has info
about the woman who repaired it there, along with her email
address. She did a fantastic job, and I am probably going to
be sending a couple of my cels to her in the future to have
paint loss similar to what you have experienced taken care of.
