Actually, Ebay does offer sellers the option of 
refusing bids from foreigners and many people do. 
You can even pick which parts of the world you 
will and won't ship to/accept bids from. It's all 
up to the sellers, not Ebay. So it is very like 
Yahoo Japan. . . If you don't speak the language, 
you probably can't communicate well enough to get 
the item. (Although even with only a two year 
level of study, I did once manage to scratch out 
a few replies in Spanish to one potential bidder. 
But it was tough and I think most Americans 
wouldn't have bothered to answer a message in a 
foreign language.)

All said. . . I don't know why people would be 
upset either. (*shrug*) Either you have the money 
and want the cel that much or you don't. When 
looking to buy cels, I always consider the "cost 
of aquisition", so to speak, to be part of the 
cost of the cel - it doesn't matter if it's $11 
shipping and $3.60 to mail an IPMO, or if it's an 
additional fee for using a deputy service.
