  From a quick chat, well, not so quick chat, 
with someone from the #anime-cel room on newnet, 
the questions have been answered (Someone who 
knows the inside workings of Anime-Link/Film-
Link).
1) Anime Link has been working with Film Link for 
many years on Vampire Hunter D : Bloodlust, which 
is why they have the rights to the cels.
2) Most, if not all, of the VHD:B cels have been 
cataloged, and the ones that have been sold to 
dealers/people have been noted, which is why they 
can know if a cel has been stolen.
3)  Resale from authorized sources is allowed 
(anime link, taro (I think)). It would be nice if 
the cels had a stamp, or a symbol or something to 
be able to tell if they are authorized cels.
4) Aloha isn't being singled out, any 
dealer/auction with stolen cels will be asked for 
the cels to be removed. (Not so sure on the 
removed part...)

Thanks to the unamned individual for clearing 
this up.
