How do they know when cels have been sold FROM 
those dealers or individuals to other people? Do 
they ask the dealers or individuals? That is my 
question...because, in that case, "stolen" cels 
may turn up not to actually have been stolen, 
merely sold by a dealer or individual to someone, 
and if it is labeled as stoeln and they want to 
sell, they can't. You're stuck with it. You see?
