1. Character. I almost always buy a cel because I 
love the character. I don't usually buy cels just 
to "complete" my character collection from a 
series (tried with DBZ & ended up giving up) so 
now I only buy a cel if I like the particular 
character a lot ^_^
1. moment the cel comes from
2. quality of the cel (detail, character design, 
impact, etc.)
3. outfit the character is in (Trunks & Heero), 
or hairstyle (for someone like Bulma or Trunks 
^_^), or transformation (Minako/Sailor-V, Tira 
Misu, etc.)

Err O_o. Well, it depends on the cel. If 
a "wishlist" cel I really want is at a semi-
reasonable price (semi-reasonable is usually 
under $300 for a really really really really nice 
cel), I will buy it. This is amusing because semi-
reasonble to me was about $50 until prices shot 
up over the past 2 years >.< If it's a cel that I 
really want that's priced at $1500 when it should 
be $300 I usually don't have many problems 
letting it go. Also, even if a cel is really 
cheap, if I already have the character in a 
similar outfit/scene I usually just let it go and 
wait for an outfit/scene I am looking for to come 
along and spend my $ on that.

Nice person who communicates with you to find out 
what you like, doesn't lie to you, keeps his/her 
promises, doesn't sell a cel out under you 
because someone offers them $50 more on a cel 
they had promised to you, and goes the extra mile 
to help you find a cel you want.
