IMO Anime Lane is a great dealer. My order was only $40(not
a lot compared to yours) but both my cels were sent, 
well packaged and so forth.  
If you are in the San Diego area, you can come see Fuzz in 
person at Anime Fest '99 which is on the UC San Diego Campus
from 6-11pm, Jan 14th, 1999.  Admission is free so just come on in!
If possible, work things out BEFORE legal action.  He could
have just made a mistake. I've had a few of my orders messed
but all the merchants acted professionally and I will 
definately re-order from them in the future(not to mention
I wouldn't even THINK about legal action.) It took me about
2-3 weeks for the conflict to be completely resovled, so be
patient!

As far as packaging goes, Anime-Cel.com's cardboard is 
flimsy, but in my experience it has gotten the job done. 
THe cardboard was preatty well trashed, but somehow, the cels just stay safe!  I did ask that they package the sketch
in a separate bag from the cels a few times, but they've
always been sent together.

As far as best packaging goes, that award would have to go to Marisa Price of Aino Anime.  She separated the sketches like I asked, cels were backed by sturdy cardboard AND they
were placed into bubble envelopes.
