Assuming the packet is insured, you should complain
immediatly to the post office when retrieving it if it's
damaged. The post office will then fill papers and
refund you the insured amount... eventualy.
If you take the packet away without saying anything
and come back later to the post office to complain,
they may refuse to refund. Also be warned that it's
possible that they will keep the cels... (so do it
only if they are damaged...)

Note that in some countries the sender need to explicitly
pay to insure a packet but in other countries, it may
be included already in the normal cost. All packets
sent from Switzerland are insured for example...
