In short, it certainly seems so. 

If you visit the Ebay discussion forum (Soapbox), you'll find
a lot of threads on deadbeat bidders. Mind you, people are
more apt to complain and flame than give positive responses,
so it just seems there are a huge proportion of these @$$3$,
but the concerns about deadbeat bidders are very real. 

There is ALSO the theory - don't freak out now - that some
sellers intentionally take on other IDs and up the bids 
on their own auctions. I DO NOT believe this is common at 
all. It may even be an urban legend, but given the capacity
for humanity to do wrong, I wouldn't be surprised.

When going to any auction site for ANY merchandise, you have
to be the most educated buyer out there! I even posted to 
Ebay's Soapbox with basic information on spotting bootleg
anime CD's and videos (for newbies). 

On a brighter and TOTALLY OT note (I know, I know), there is
a thread on EBay's Soapbox called "Get the Corn Out!".
Read it, it'll brighten your day. ^_^
