I'm sure it happens, as it is quite common here in the USA.
Take Transformers and other 80s toys.  Those have been pretty hot on Ebay.
I've heard one guy bids up the price of something he plans to sell so people think that the insane price is normal.
Then he sells the item for 10x the price he paid, making
an awefully tidy profit.

It seems like Yahoo Japan users are paying more attention to
feedback.

I don't know about dealers, but for a while, individuals
doing this was a problem.
