Nothing. And you probably wouldn't be able to know
which is the original and which is a copy...
Only thing that should stop such things is the law :
it's illegal to do it... But naturaly, it's not
because it's illegal that people won't do it...

IMHO, an auction like this is bad for two reasons :
1) People may buy the cel thinking that it's the original
   (and so worth way more than a mere copy).
2) Even if stated clearly that it's a copy, nothing prevent
   the person buying it to try to resell it later as
   an original.

Naturaly, there is also the legality matter : Someone
not licensed to do such produce don't have the right
to do it. Obviously, a "fan" doesn't have any such
right. With CPM, it's not so obvious as they have at
least some rights on the US version of the manga.
(but this is a matter between them and the copyright
holders).
