That's a good question. Having the right to translate
and distribute an anime in a country isn't the same
as having the right to produce any kind of good
on that anime and sell them.

As an example, Gainax can't sell their own cels
because it's another company that have the right
of producing and selling good for that anime.

Now, in the case of CPM, only them and the original
copyright holders can say exactly what they can or
can't do.

But one things is sure : Even if they have the right
of making copies, they don't have the right to sell
them in a way that may lead people to believe that it's
the original. That's why I insisted that they add
something to the desciption of their auction.

And another things to be considered is : what
should or shouldn't be done even if we have the
right to do it. AIC made a nice mistake when they
produced promotional cels of Ah! My Goddess without
anyway to know what was one of those promotional
and what was an original. That error should
serve other people/companies...
